These leaves grow commonly around here mostly near water. Their alligator like surface is soft to touch and is smooth. I have no idea what these are. Stachytarpheta species perhaps?

  It is very difficult to identify the plants without flowers however it appears as Stachytarpheta jamaicensis

I think these leaves belong to Scrophularia himalensis.
