Attached herewith a photo of a flower looks like that of Allamanda / Hibiscus. It belongs to a Vine and I suppose it is not Hibiscus. Pl confirm.

 Looks like a garden variety of hollyhock to me as well.

 Is it truly a vine, or perhaps just a leaning specimen?

I think it should be Hibiscus radiatus as per images, details and keys herein.
