Yes, appears so as per comparative images at Stephania
These may be female flowers of Stephania elegans Hook. f. & Thomson.  
Flowers unisexual, light green to dark purple. Male flowers, sepals 6, obovate, glabrous, dark purple, petals obovate or ovate, glabrous, synandrium peltate, about 0.5 mm long. Female flowers, sepals 3-6, obovate, both sides glabrous, petals obovate, ovary obong, style short, stigmas 3 to 4, very small.
