Yes, it appears to be Euphorbia sikkimensis Boiss., found in E. Himalayas from Nepal, Sikkim, Bhutan and Arunachal Pradesh. at 2000 - 4000 m altitude.

The differences between the two sections are:
a).  Glands crescent-shaped, with horns; ray leaves usually opposite; ovary usually smooth -----Esula
b).  Glands transversely oblong or rounded, without horns; ray leaves usually ternate; 
      ovary papillate or granulate, or rarely smooth -----------------------------------------------------Tithymalus
If you have access to fresh plants with flowers, check the above characters. You will get the answer

RHS Gardening

Dear All
It looks like Euphorbia donii Oudejans (syn. E. longifolia D.Don, non Lam. ) which is allied to, but differs in long linear leaves and umbellate cyathia at apex of rays, supported by 4 - 5 ovate leaves. Check with the description in my book on Indian Euphorbias.

among listed in Nepal : Bupleurum !

To me appears more close to images at Bupleurum gracillimum rather than those at Bupleurum falcatum
