I guessed it to be Desmodium concinnum but I am confused now.
Plant is not tall, hardly 15/20 cm.

No, laxiflorum has wide no of habitat, depending  upon the altitude the leaf size varies, but all within the range.  It mainly delimited on the basis of inflorescence...

Looks more close to D. concinnum according to the altitude and flowering 
season . But altitude does not match with D. laxiflorum.

However, elevation given is 700-1000 m, only whereas it is 5000 ft.
in this case.

1000 meters is 3281 feet

and with climate change
things are moving moving up the mountains as the ice melts away

the tree lines have moved

So we take it as Uraria rufescens (DC.) Schindl.? But the plant is hardly 15/20 cm.
