Appears to be some Seseli species.
Two species listed in Nepal are Seseli indicum Wight & Arn. syn. of Seseli diffusum (Roxb. ex Sm.) Santapau & Wagh (India (Plains of India), S-Nepal, Pakistan (I), Myanmar [Burma] )
Seseli trilobum (Edgew.) C. B. Clarke syn. of Seseli nudum (Lindl.) M. G. Pimenov & E. V. Kljuykov (SW-Tibet, NW-India (W-Himalaya), Jammu & Kashmir (Zanskar), W-Nepal, Pakistan (Chitral))

Appears to be some Seseli species.
Two species listed in Nepal are Seseli indicum Wight & Arn. syn. of Seseli diffusum (Roxb. ex Sm.) Santapau & Wagh (India (Plains of India), S-Nepal, Pakistan (I), Myanmar [Burma] )

While taking a bity of rest lying down, I got this idea about your unidentified Apiaceae species and about Seseli, Oenanthe and Selinum species.
So finally it is Oenanthe javanica as per images, details and references herein.
I have gone through the description in both Flora of China  & Flora of Pakistan and satisfied about this id now.
