This is definately Rungia species. the upper lip is two lobed. Check
Fl of Maharashtra --Almeida Sir(in his flora the species are
differentiated on the basis of the bracts margin and lobation of upper
lip) (i dont have the flora for the reference).

Only issue is that leaves are a bit different from some of the posts at Justicia concinna  
But there are quite a lot of variation in the leaves of Rungia species.

I think leaf is representative of species , also , plant is young and in an older plant leaf character will change , so with change in climate .

Plant 17 last of this lot from Sahyadri  is definitely J. concinna , even leaf is sesile . 
Rungia sp. for id from Morena, M.P  is looking like J. concinna , leaves are sessile , linear lanceolate and not amplexicaul . Spike has color , but not have width .  
spikes have color , look wide too , but no leaf ...close to J. concinna but not sure .
