Was checking my old photographs.
Herbs with a height of 1 meter or so. Large in numbers on a plateau near Satara(Mandhardevi) Sep 2013
Can it be Smithia setulosa.
Unfortunately all flowers are closed.

Hi, Satish ji,
I think it is not possible to id as neither the flowers nor the bracts are clear.
However, Smithia setulosa Dalzell  is possible based on the habit as per comparative images at Smithia
