I think this may be some cultivated variety of E. milii Des Moul. only as per feedback from Balakrishnan ji in another thread: Euphorbiaceae Fortnight : For ID : 071113 : AK-31

Though Euphorbia fianarantsoae looks similar as per images on net, I could not find the difference between the two.
