Put below are various cultivars (or hybrids) of Dahlia ... am not sure of their species level IDs. With so many of hybrids and cultivars, it would be difficult to get to ID unless photos show sufficient aspects of the plant. DO PLEASE point out if any of these is not Dahlia.

Perhaps you meant only the second.
