Saxifraga sibirica. Basal leaves are hidden behind some other cushionoid herb.

I was sure about the genera but not the species..
the basal herb leaves are very rough and hard type.

Certainly a member of Saxifraga section Porphyrion where leaves bear distinct chalk glands. 
Closer to Saxifraga stolitzkae and allied species.

If you were sure about genus, you should have told, as it helps us in properly utilizing our precious human resources.
Otherwise also even if you were not sure, you should have indicated something like a Saxifraga species ?

It is more closer to Saxifraga cinerea Harry Sm. than Saxifraga stolitzka.
As of basal part..
