I think this will be Euphorbia concanensis Janarth. & S.R.Yadav as per images and details herein.

I think this is Euphorbia concanensis M.K. Janarth. & S.R. Yadav, endemic to Sindhudurg Dist. of Maharashtra. Fruits are important for confirmation.
