After following keys in flora of Bhutan and Checklist of Nepal,
I think it may be either Elatostema dissectum Wedd. as per
Flora of China FOC illustration Checklist of Nepal Useful Tropical Plants Flickr GBIF High resolution specimen
or Elatostema nasutum J. D. Hooker
After going through the detailed descriptions and details above, I feel it is more closer to Elatostema dissectum Wedd.
