Can not say much on perusal of the following (leaf and stem shape look close):
Can not open Flora of China for keys, if it suit us.
Also look at images and details at Elatostema lineolatum Wight
We have to look for experts (do we have any ?) and keys.

I am feeling now it is not E. cuspidata. Could it be Elatostema albopilosum W. T. Wang var. vicinum L. D. Duan & Y. Lin, var. nov. 
or related to it ?

Yes, it may not be E. cuspidata, but it is also not Elatostema albopilosum W.T. Wang var. vicinum L. D. Duan & Y. Lin
