I found the keys as below: 
Spikes finally reflexed; glumes 1.5-2 mm..... Cyperus alulatus
Spikes suberect; glumes 1-1.5 mm............. Cyperus iria

Cyperus iria spikelets hang loose , in C. alulatus they are always stiff , perpendicular to the axis / rachis ...both pretty common in Surat . 
C. alulatus can be seen 15 cm to 100 cm tall bearing spikes , in C. iria I am yet to see a less than 30 cm plant with spike .
