Marceau Coppée suggests Saxifraga granulifera Harry Sm. at iNaturalist.

Yes, appears so as per POWO specimen.

Looks different from images of S.sibirica as at POWO.

Difference appears to be due to presence of bulbils in the axils of Cauline leaves of S. granulefera as per the keys in Flora of China
