Sorry for bad pictures due to less light.
Couldn't go closer.

could be but ,
not just the tree outline and the way the branches droop... the diagnosis is based on

good close up of the "leaves" is essential... esp the young leaves ...
sharp point on a narrow triangular leaf blade ... as they mature ie closer to the trunk or the branch.. the become thin ..scale like...

do you have those close ups?

These are the only pictures I have.
Being a non-botanist, I would not look for these things in a tree or plant. 
I was just admiring the new trees around.
Whenever possible, I have tried to take more pictures but that would not happen always.
I hope you understand.
