Not at all sure, but a guess is Rhamnus sp.- from Nidhan ji.

I too think it is a Rhamnaceae, but not familiar with plants of this regions.

Leaves remind me of Ventilago calyculata, and shape of flowers too.

What do you say about it ?
POWO gives distribution of Ventilago calyculata Tulasne in India only in the Himalayas and accepts it as different species from our V. denticulata found in South India.

Flora of China keys say "Leaf blade leathery, both surfaces glabrous or abaxially pubescent on major veins, apex acute, shortly acuminate, or acuminate." about V. calyculata
