It may be some other species of Justicia (or Rostellularia?), but not J. glauca.

I think this replay from Kaoottai Muthu has came to me only.

The question is valid with respect to scarious bracts. 

But this may not be Rungia because the spike is not one sided. 

According to the key in Gamble Rungia has one sided spikes.
