Following keys in Flora of Pakistan, I feel you may be right. 
I also tried other others as per keys (found in Kashmir) like Anaphalis boissieri E. Georgiadou and Anaphalis staintonii E. Georgiadou  
Anaphalis virgata Thomson in C. B. Clarke appears more closer as per GBIF - specimen and POWO.

A.kashmiriana and A. nubigena

I did not find any specimen of Anaphalis kashmiriana in GBIF
But looks different from Anaphalis nubigena as per GBIF specimens- one, two and three
