Michael here from IMA SDK Support team. Thank you for bringing up to us your concern.
The intended behavior of the SDK is to have the entire screen clickable for click throughs, hence the default behavior in regular browser. However, as far as whole-video click tracking goes, the standard viewer experience for mobile video that has emerged is that tapping on a video either pauses it or brings up the player controls. To avoid users unintentionally clicking on ads when they really just want access to the player controls IMA uses the Learn more button to let users click on an ad and learn more about the product being advertised. This only applies to mobile browsers.
