Dear Amali,
It was probably some kind of table fireworks, not normal candles, that caused this tragedy. One of these firework candles was held quite high, just below the ceiling. However, it is unclear why the fire spread so quickly. The event was not in a basement, but
on a slightly elevated ground floor, and people could be seen exiting through emergency exits in a video. It is too early to blame specific issues, and I would not make any assumptions at this time.
As many people were severely burned and in a critical condition, it is taking a lot of effort to identify them. Once the police have identified someone, this information is shared across jurisdictions. I am not aware of any laws preventing this. Of course,
chip implants or ID bracelets would allow for easier identification, but do we really want them?
Switzerland is a well-organised country, and I don't think the International Red Cross needs to coordinate information about the victims, even though the ICRC is located nearby in Geneva.
Without proper knowledge of the situation, I would refrain from suggesting anything from the side of DCDDHT.
Best
Jörn
