Your path contains "forbidden" characters:
C:\Users\maptech2\Pictures\Scanning Project\Scanned Images\
ELECTRIC PLANS\SUBSTATION PLANS\SUB_2 1969\New folder (8)\IMAG0029.JPG
See http://wiki.panotools.org/Hugin_FAQ#Special_Characters_in_Paths
and rename your folder "New folder (8)" to something without special
characters.
