I'm using Windows 10 in English, and am getting mojibake file names in most ZIP files I receive from Japanese clients. I'm running into this problem when using both 7zip and Windows Explorer. Does anyone know a straightforward fix?

I think you need to set the system locale to Japanese for programs that do not support Unicode. If you google that sentence you can get instructions on how to do it.

I’ve had the same problem on Mac for years — all unzipped Japanese file names are mojibake, though the Japanese name of the .zip file itself is fine.
(My system locale is not Japan.)

I often find zipped files aren’t much smaller than the files themselves, especially for Word files and even sometimes for PPT.
The solution I recommend is to ask clients not to zip.

A cloud service such as FireStorage is a good alternative.
The sender uploads to the cloud, you receive a link and perhaps a password, and download from the cloud.
The cloud service does have the file for the day or so until the link expires, but I don’t think that’s less secure than email.

This was a huge nuisance for me on the Mac until I started using The Unarchiver, a free extraction tool, to open Zip files received from clients. It has completely resolved the issue for me. 

But I don’t have a solution to OP’s issue on Windows.

The fix is straightforward:

But that then breaks other functionality, so you will need to change the settings back again after you finish.

If filenames have mojibake when unzipped, I second Ed’s answer below.

 

The name of the utility is Explzh. I use it on Windows 10 with great success. It’s properly supported, regularly updated, and handles Apple compression formats sensibly, too.

I found this:

I had this same problem. The issue is that some international
(especially Japanese) software still doesn't format their strings as
unicode internally.

So, when the file gets saved, the filename is sent to the OS using JIS
or Shift-JIS (in Japan's case).

In order for Windows 8 to properly recognize non-UTF non-latin
character sets, you have to tell it which character set to use.

Here's how to do this on windows 8 :

Press START, type "Control Panel" and press enter.

Select "Clock, Language, and Region" then "Change Location"

This will open up a dialog box, select the "Administrative" tab.

Click the button that says "Change System Locale", then select the
language you want to use when a program can't (or won't) use Unicode.

You will have to restart your PC, but after that, you should be able
to see Japanese filenames without issue.
