Board Proposal: wording change in By-Laws Amendment

The wording in this amendment section of the by-laws is confusing and I feel needs to be updated as follows:
Current
Proposed amendments to these bylaws shall be submitted in physical or electronic writing to the Board of Directors at a meeting of the Board of Directors. A majority vote of the full quorum of officers of the Board of Directors will be required for the amendment to become enacted and effective upon completing the vote.
Proposal:
Proposed amendments to these bylaws shall be submitted in physical or electronic writing to the Board of Directors. At a meeting of the Board of Directors, a majority vote of the full quorum of officers of the Board of Directors will be required for the amendment to become enacted and effective upon completing the vote.

This change clarifies that anyone can make a proposal at any time and it will be discussed and voted on at a board meeting.

So, to clarify, the board is still the one that votes and decides on the proposed changes? And these are private meetings the board might have, say, once a month?

Yes. The board meets as needed throughout the year. (Besides the Annual Meeting.) And by-lay changes are voted on then.

So it may take any proposed changes up to a year for the board to consider it?

Who determines "as needed"?
Is a proposed by-law change a "need" or a "want"?

Well, the logical answer to this question is that if there is business before the board to be discussed, The board will meet to discuss the said business. IE this proposal is Board business. Thus after the 30 days of deliberation time, the board will meet to discuss and vote the changes. If there is no board business, then there would be no reason to meet formally outside of the yearly meeting. As we are all volunteers and have lives outside of the lab, getting everyone together is difficult. But as there are ways to communicate other than in person these meetings may take place online with voting to take place there.

According to my limited research "meeting" implies an in person event.  Maybe modifying that to include more than just a physical meeting could help with getting approvals faster.

The logic is very open to interpretation here.
The 30 day limitation for proposal discussion as currently described in the bylaws exists for HYH proposals, not board proposals.
