This report builds upon the previous three reports that have been discussed on this list and at the Climate Emergency Forum. 

What is significant is that this is the first report that devotes an entire section to SRM. The previous report simply mentioned it in a sentence or two. 

I think this is an extremely positive sign.

 In addition the report acknowledges the work of HPAC in its statement that:

 “ We also note one group of experts are calling for actions that would reduce the global temperature

to well below 1°C above the pre-industrial level in the coming

decades.”


(emphasis added)


This unique well below 1° C formulation is to the best of my knowledge original with HPAC and as you all know at the heart of our mission statement. 


This is the first time I’m aware of that HPAC policy was mentioned in a major report.

Hats off to you for your tireless efforts and success in getting Sierra to articulate a 1° restoration policy. 

The HPAC well below 1° C formulation was unanimously agreed to by the SC and the membership and Incorporated into the HPAC policy document Vision for a Healthy Planet adopted in October 2022. 

We are united by a determined and informed optimism that a three-pronged approach can moderate and

prevent climate catastrophes and restore a more benevolent climate while lowering planetary average

temperature increase to well below 1°C (1.8°F). We call this approach “The Climate Triad.”

Thanks Herb. The biggest lift the Club performed with these new policies in 2020, in my opinion, was not the first of its kind 1C restoration target, but that we decided to support geoengineering research in case emergency cooling is needed. Our previous position on geoengineering anything, including research, which is very similar to our nuclear generation policy, was "Over our dead body!"

It was reaffirmed and incorporated into the HPAC official Mission Statement adopted early in 2024 and reaffirmed again during the 2025 strategic planning process. So it remains the bedrock HPAC policy. 

It was designed to intentionally mirror the Paris agreement language of limiting temperature increases to “well below 2° C.” 

So we weren’t asking for any change in the language other than simply replacing the number two with the number one. 

Simple as that. 

But oh what a difference substituting one for two makes - the difference between a livable world and a world at risk of collapse. 

One of the key differences between HPAC and virtually everyone in the SRM community is that we don’t see so-called “peak shaving” as sufficient. Peak shaving will obviously be the first step but it cannot be the last step. 

Only true climate restoration which involves a whole lot more than shaving can ensure a livable future and a healthy climate.

And ‘over our dead body’ is still the default position of most climate activist groups in the United States and elsewhere. 

The challenge I assum you would agree is to get the Sierra Club to promote its policy to the climate activist community the way that the Chesapeake Climate Action Network is now beginning to do with great diligence and strategic precision.
