Paul is professorial lecturer at American University's Center for Environmental Policy. He served on the White House Climate Change Task Force under President Clinton.
Durwood is president of the Institute for Governance & Sustainable Development and adjunct professor at the University of California, Santa Barbara's Bren School of Environmental Science and Management.

Hi Dennis--Problem is he still lists supposed shortcomings that have been researched and generally dismissed, namely acid rain and ozone depletion. The termination shock issue would mainly result if emissions are not reduced while SRM is used to take temperatures down a good bit from where they are. And on changes in weather patterns, compared to what--the question is by how much or how little does the range of weather that would be induced compared to what has been experienced, much less to what we are headed for--this comparing of central values rather than the ranges of conditions is really a simplification that is likely quite misleading to real consideration of the issue.
So, the article is better, but in my view pretty
far from a fully clear-eyed presentation of the issue to be
considered.

The question of how to govern research and deployment of direct climate interventions is a crucial topic of great interest and debate these days.

The panel discussion will feature two leading global experts on the subject:
Dr Ted Parson, Professor of Environmental Law and Faculty Director of the Emmett Institute on Climate Change and the Environment at the University of California, Los Angeles. He has led and served on multiple advisory committees for the National Academy of Sciences, the U.S. Global Change Research Program, and other national and international bodies. His work was influential in establishing the World Commission on Climate Overshoot, for which he serves as a senior advisor. He was formerly Joseph L. Sax Collegiate Professor of Law and Professor of Natural Resources and Environment at the University of Michigan, and spent twelve years on the faculty of Harvard’s Kennedy School of Government.
Mr Janos Pasztor was most recently Executive Director of the Carnegie Climate Governance Initiative (C2G). Before that he served as UN Assistant Secretary-General for Climate Change, and Senior Advisor to the UN Secretary-General. Earlier, he held various positions inter alia at the secretariat of the United Nations Framework Convention on Climate Change (UNFCCC), the UN Environment Programme (UNEP) and WWF International. He holds a B.Sc. and M.Sc. in Nuclear Engineering from the Massachusetts Institute of Technology (MIT).
We will be asking the panel members during this 90-minute event to lay out their understanding of the governance landscape for direct climate interventions by addressing these questions, in the context of the climate triad of emissions reductions, greenhouse gas removals and sunlight reflection methods,
Dr Ron Baiman, Coordinator of the Healthy Planet Steering Circle, will also be presenting the main points on cooling governance from the just-published paper on ‘Addressing the Urgent Need for Direct Climate Cooling: Rationale and Options’ in the journal Oxford Open Climate Change – a paper that was co-authored by many HPAC members.
This important event will help guide The Healthy Planet Action Coalition in determining how we can most effectively advance action on direct cooling interventions governance.

the HPAC mission goal to reduce temperature increases to below one-degree C, and to create a process for developing and
implementing a new global climate restoration plan.
Attached is a draft of what such an Accord would entail. It adheres to the format that was used for the Global Methane Pledge, a
similar type of accord that has now been endorsed by over 150 countries. It was championed by the United States and the European
Union and was launched at COP 26. It is now under full implementation with a secretariat in the State Department.
Such side agreements do not replace the UNFCCC. They are championed by committed countries and are endorsed by unique
coalitions of willing nations. They are considered to be additional commitments that go beyond the Convention and the Paris Agreement.

It will feature a presentation by HPAC member Bruce Parker on his new model projecting future temperature increases
with cooling interventions, emissions reductions, and greenhouse gas removals.
Projecting the future global temperature is a very complex mathematical problem and is therefore usually left to global
circulation models. This makes it very difficult for most people to develop their own greenhouse gas emission scenarios
and to experiment with a range of assumptions about both emissions and other factors that affect the global temperature.
In addition, many of the assumptions made by these global models are very difficult to ascertain.
This session will demonstrate a new, simplified web-based interactive model that can provide a wide range of users with
the ability to develop their own emission scenarios, thereby giving them a quantitative understanding of the interactions among
various trajectories of emissions reductions, carbon removals, and sunlight reflection methods in producing desired global
temperature outcomes. The model:
temperature,
(2) provides detailed descriptions of both the various inputs and calculations, and
(3) allows the user to specify values (at five-year intervals) for future emissions, reductions, albedo changes, etc.
The model results will allow for robust discussions regarding the scenarios (and their assumptions) that can be used to attain a variety of desired temperature outcomes.

Here is my story written during the meeting.
Albedo Accord Story
I have proposed in an article published in The Hill that focus of climate policy should pivot to the agreement of an Albedo Accord designed to restore lost reflection of sunlight from the Earth. Such an Accord, modelled on the Montreal Protocol to protect the ozone layer, would restore the rapidly collapsing Albedo Layer formed by clouds, ice, snow and aerosols in order to cool the planet, buying crucial time to solve the far more difficult problem of removing excess greenhouse gases. Getting published in The Hill fortunately helps to bring this proposal to a wider audience.
Unfortunately, the level of political understanding required to support this proposal is extremely sparse. The climate action movement is dominated by mythological thinking, with false beliefs about the feasibility of cutting emissions as a primary climate strategy. Meanwhile, conservative thought is dominated by climate denial. As a result, the dominant polarising views on both sides refuse to engage on practical cooperative pathways to cool the Earth.
Fortunately, HPAC provides a forum where these issues can be discussed in a patient and courteous way. This serves to clarify how advocacy can be made more effective. For example, the recognition that emission reduction is impractical in the short term does not constitute support for ongoing emissions. Rather, the aim is to define political strategy and tactics that could actually shift the world from its current destructive trajectory.
Unfortunately, HPAC is an isolated voice in the wilderness. The Triad program is only understood by very small numbers of people, and public opposition remains very strong.
Fortunately, it should be possible to find commercial allies who could support an Albedo Accord. My assessment is that this requires a tactical separation from carbon action, in order to mobilise industries such as insurance, shipping, tourism, agriculture and energy who could to lobby governments for this strategic policy pivot to focus on action to rebrighten the planet.

We will be joined by Brian Soden, a former student of Tom Goreau, who will share his reflections on his recent research paper on a potentially more efficient alternative to stratospheric aerosol injection with SO2 or other reflective aerosols.
This method deploys absorptive aerosols like black carbon in the upper stratosphere. Climate models indicate that this new approach can reduce global temperatures an order of magnitude more efficiently per unit aerosol mass than conventional scattering-based interventions.

Stratospheric aerosol injection is a proposed method for offsetting greenhouse gas-induced warming by introducing scattering aerosols into the lower stratosphere to reflect sunlight. Here we explore a potentially more efficient alternative: weakening the Earth’s greenhouse effect by deploying absorptive aerosols in the upper stratosphere (~10 hPa). These aerosols warm the carbon dioxide emission level—where outgoing longwave radiation is most sensitive to temperature—thereby enhancing top-of-atmosphere infrared emission without altering atmospheric carbon dioxide concentrations. Idealized climate model simulations indicate that this approach can reduce global temperatures an order of magnitude more efficiently per unit aerosol mass than conventional scattering-based interventions. Although based on simplified model experiments lacking interactive aerosol processes and operational constraints, our results identify a distinct physical mechanism for climate intervention, arguing for further research into the impacts—especially potential unintended side effects—of injecting absorptive aerosols into the upper stratosphere as an alternative solar radiation management strategy.

This paper is extremely important, the first comprehensive global analysis of changes in aerosols and sulfate that I’ve seen, revealing unexpected differences between hemispheres, with increased southern sources compensating for reduced northern ones.
My suggestion is that Dan Miller invite Brian Soden to discuss this on his climate show as a follow through to his recent Jim Hansen interview.
This paper is very relevant to Robert Tulip’s efforts to seek an accord to directly reduce albedo forcing of climate change rather than (or as well as) emissions forcing.
The question is how best that can be accomplished. Brian Soden’s talk last night showed that a lot more modeling is needed into possible solutions, but that none seem to be ready to play very soon no matter how climate change accelerates. Surprises inevitably lie ahead!
Figure 2 of this paper shows that increased sulfate levels are found around the latitude of Australia, consistent with biomass burning, but aerosols keep increasing all the way south to Antarctica! This would seem to be the result of increased currents and waves in the circum-Antarctic circulation generating aerosols, but with a reduced role for biological sources of sulfate in the Antarctic waters from phytoplankton DMS oxidation?
It is worth noting that large changes in soil water storage in Australia during ENSO wet/dry cycles are a major influence on global changes in ocean sea level, they accounted for global sea level actually falling slightly during strong La Niñas!
