Disable automatic ID generation

is it possible to assign the id when creating a resource in fhir r4? I am using this server HAPI FHIR Server - 5.0.2,

Definitely possible! You're looking for the "update as create" operation (ie. an upsert). This is documented here: http://hl7.org/fhir/http.html#upsert
