Configuration file not created if default port is not available

I have installed H2 ver. 1.4.196 and started H2 Console and got Error 404: Not found in the browser. When I started the  H2 Console (Command line), I got message that the default port is already taken. Going through docs, It's written that port configuration is located in the configuration file .h2.server.properties, located on C:\Users\[username]. The configuration file is not present in the specified directory. How can I change application's port if the configuration file is not created?
