Is there a non google cloud pub sub solution, something you can deploy on prem? or build into services?

As you already know Google Cloud Pub/Sub is a service run by Google. As for on prem solutions, Apache Kafka is probably the most popular open source one. You can take a look at the "Streaming & Messaging" section of this diagram for additional examples:
