gRFC Proposal P3: Core API changes (including additions) need a gRFC

Hello all,

I have posted a new gRFC at https://github.com/grpc/proposal/pull/52 . This is part of an effort to stabilize the gRPC core surface API. I'd appreciate any comments that you may have regarding this topic and how it might affect you.

Though it is implied in the gRFC, could you clarify that this core API versioning scheme would follow semantic versioning?
