I uses grpc-java.
I noticed that  ProtoReflectionService was added in grpc-java 1.1.1. I am wondering is it possible to build a command line tool to send rpc request without knowing the service schema.

Yes, this is possible. As noted in the gRPC Java server reflection tutorial, such a command-line tool already exists in the grpc/grpc repository: see https://github.com/grpc/grpc/blob/master/doc/command_line_tool.md for more details about its usage.
