It looks that as the aftereffect of the recent unfortunate chopper crash resulting in the death of Bipin Rawat - the head of the Indian military, Modi was too frightened to travel by a helicopter, given the rainy weather.

His road got blocked by the agitating farmers.

The meeting ground was also, apparently, very sparsely populated.

At any rate, he turned back and dished out the story of attempt on his life.

That's too serious a charge.

An update.

<<The plan of PM’s travel by road was shared at the last moment. “*We were told that the PM would travel by a helicopter from Bathinda to Ferozepur. But all of sudden, the PM decided to travel by road* [emphasis added],” he said.

The CM said after receiving a call from Union Home Minister Amit Shah, he personally intervened and successfully convinced the farmers to lift dharnas on roads leading to the venue of BJP rally. All roads leading to the rally venue were cleared last night. Some agitators, however, reached there and sat on the road. The PM’s convoy was stopped way before that spot.

So, the plan of travelling by road was taken - or at least communicated to, at the last moment.

The obvious question is: "why?".

That Modi refused to take an alternative route offered provides a strong clue.

One of the most important aspect is that the godi media would talk none of that.

It, in unison with the regime, would keep screaming "security lapse!".
