Does anyone know if any of the 10 states that have BBs require a minimum percent of containers to be in refillable containers?

Resource Recycling:  "Regulators are finalizing rules allowing reusable glass bottles to be included in California’s container redemption program, carrying out plans lawmakers approved in 2021... Under the proposed rules, a bottle washing operation would be able to carry out the same procedural step that a traditional recycling facility performs in the California deposit process...

Maine's DRO was supposed to submit a plan for reuse/refill by Jan 15, 2025. No idea of what was actually submitted. 
LD1909 (2023): (14) A description of how the cooperative will support the development of infrastructure throughout the State for the collection and sanitization of refillable beverage containers and for the return of those refillable beverage containers to initiators of deposit of refillable beverage containers for refilling and sale. That infrastructure development may involve redemption centers, centralized washing and sanitization facilities and other methods;

Oregon has a voluntary refill program without penalties. About 1% of total containers. I was told that was the largest refillable program as of 2 years ago, CA was smaller.
During his time there, Bailey helped roll out Oregon’s refillable glass bottle program in 2018 — the only refillable program in any of the 10 states with bottle bills — and worked to make the overall container deposit system more accessible to residents in the state. Oregon’s bottle bill system CEO talks tech improvements, refillables and the prospects for a national system | Waste Dive
