Not surprising, here's the non-answer from the American Beverage Association re recycling infrastructure.

Hello,

Thank you for your interest in Every Bottle Back. For more information on our program, please visit https://www.everybottleback.org.

For information on community recycling, we recommend visiting The Recycling Partnership’s site at https://recyclingpartnership.org/communitiesforrecycling/.

You may also find resources for residential curbside recycling grants, as well as free, downloadable recycling signage and toolkits at https://recyclingpartnership.org/info-hub/?fwp_categories=resources&fwp_tags=downloads

Please remember to recycle your valuable beverage cans and bottles. When recycling empty plastic bottles, please keep the caps on!

You can gain some insight reading this report:

Improving Plastics Management: Trends, policy responses, and the role of international co-operation and trade
https://www.oecd.org/environment/waste/policy-highlights-improving-plastics-management.pdf

I think you should be able to get some answers by writing to Organisation for Economic Co-operation and Development (OECD) if you can't find the reports you want from this link:
https://www.oecd.org/environment/waste/

Since they help countries design and implement effective policies to address environmental problems and sustainably manage natural resources, you may be able to get reports on how they help improve recycling infrastructure in USA.
https://www.oecd.org/environment/about/

If you can't get answers from American Beverage Association, you can write to their members for their input:
MEMBER DIRECTORY
https://www.americanbeverage.org/our-members/member-directory/

Hope this helps :)

I don’t know ABAs current stance on bottle bills but they had historically opposed them despite proven efficacy
