I think you should be able to get some answers by writing to Organisation for Economic Co-operation and Development (OECD) if you can't find the reports you want from this link:

Since they help countries design and implement effective policies to address environmental problems and sustainably manage natural resources, you may be able to get reports on how they help improve recycling infrastructure in USA.
