i want to ask can smartphones get navigation message (ephemeris and almanac )  ?

By other words how to get satellite position from Android received data

You do not need to get this data from your device, it is available from other sources, see -

The short answer is yes, but only a relatively small number of Android devices support the Navigation Messages API. I wrote about this here:

And the above post is correct, if you're doing post-processing, you don't need the data directly from the device in real-time, you can get it from other sources. I talk about this in the article as well.

 Is there any way to stream this  data from mobile to pc "matlab" and process it online ?

I don't know of a way to stream the data directly. You can log the nav message data to text files on the device using GPSTest and then load those up:

You might want to check the awesome-gnss list to see if anything there would work:
