Offline Usage

After reading the Terms of Service of Developer code for the Google Data Visualization API. There is no part of it that says that downloading and doing it offline is stated. So why won't Google Charts work offline? It doesn't make any sense for it not to be able to.

Google Charts API library is dynamically loaded in the head. Since you are offline, how can it possibly load the library? This is not a package that is stored with your solution. Maybe you can use app cache in modern browsers but I have no clue about that functionality.
