It is a public organization in Hong Kong and currently exploring the feasibility to adopt Google Chart / Visualization API for presenting certain data currently stored in database with charts for public's viewing online on our Corporate Website. We have read the Google APIs Terms of Service (https://developers.google.com/terms/) and relevant FAQs (https://developers.google.com/chart/interactive/faq).

Questions
1. Given our corporate website is viewed by general public and the number of readers should not be restricted, is there a limit set for the use of Google Chart API / number of concurrent access? We checked the "Google developers console" but could not find any approval related to Google Chart API.
From the Terms of Service, it states in Section 2d. that "Google sets and enforces limits on your use of the APIs (e.g. limiting the number of API requests that you may make or the number of users you may serve), in our sole discretion. You agree to, and will not attempt to circumvent, such limitations documented with each API. If you would like to use any API beyond these limits, you must obtain Google's express consent (and Google may decline such request or condition acceptance on your agreement to additional terms and/or charges for that use). To seek such approval, contact the relevant Google API team for information (e.g. by using the Google developers console)"

2. Apart form the terms specified in the Terms of Service, are there other restrictions / conditions for using Google Chart API?

3. If we adopt Google Chart API for chart presentation, will there be any online advertisement / marketing placed by Google on our website when the charts are displayed? If so, is there any way to disable it?

4. Apart from using Google Chart API as a freeware, is there any paid license version? If so, what is the rough cost of the license, and the cost and scope of service covered in the annual maintenance and support?

There is no fixed limit. Since the limits are effectively per client (your users) and not per server (your site), I'm confident that your web site is extremely unlikely to hit the limit.

That's a broad legal question. Obviously your local laws will apply, so strictly speaking yes, there are presumably other restrictions in Hong Kong. But if I interpret your question narrowly, as I think you meant it, the answer is no.

There will be no online advertisements or marketing placed by Google on your website when the charts are displayed.

There is no paid license version.
