Google Sheets chart "aim" line

How do I insert an aim line in a Google sheets chart?

I have been able to insert a symbol (line), but it's not embedded in the graph. If the chart is on the same sheet as the data, and is moved, the line does not move with it.

Is this a feature in Google sheets yet? Or have I just not found it?
