Sankey Diagram for Traffic Load Visualization

Hello wise chart community!

I am trying to reproduce the attached chart to clearly visualize the results of several traffic studies we recently performed at various busy intersections. 

I have zero experience with Sankey diagrams. I also have zero experience with the simple(?) coding it looks like is required to set up things in google charts. I am however a fairly fast learner. 

Anyone who has any experience with Sankey Diagrams and is a patient mentor, please let me know if you have any advice! I have the data all sorted out for this, I just need someone to help me figure out how to format things on the backend to produce the desired result.
