Column Chart hover over bubble working with VOX

I'm trying to get the google bar chart hover over bubble to respond to VOX.   I need to generate the <rect></rect> element with a tabindex (i.e. <rect tabindex="0"></rect>)

Does anyone know how to make the draw function to insert the tabindex into the bar rect element when it generates the response?
