Is Bullet Chart implementation possible with API?

Hello, I am new to the visualization API and am researching it's capabilities for a project. I was wondering if it's possible to create a bullet chart implementation using the API. I learned it was possible to do this with the older (now deprecated) charts API as referenced here:

Can this be done as a customization to the Bar Chart in the new API or is there some other method by which to accomplish this?
