Static data in controls

I am creating charts using data from a google form to google sheets. Some of the form options are multi select which has wreaked havoc on my controls. Is there a way to have a static list in the control of the values in the list? 

Example:

Form allows multi select from:

• hamburger
  
• hot dog
  
• chicken
  
• veggies
  

Now my control filter looks like this (based on what users have selected in the form).

• hamburger
  
• hamburger, hotdog
  
• hamburger, veggies
  
• hotdog
  
• hotdog, chicken
  
• hotdog, veggies
  
• chicken
  
• chicken, veggies
  

I know I can build my own controls in javascript and pass them into the query but hoping to avoid that if something exists already! Or if there are better ideas!
