charts, gadgets, images and drawings can not be inserted into the frozen row or column sections

Why are charts, images, drawings, and gadgets not allowed to be inserted into frozen rows or column sections? Has this issue been brought up before?

Could there be a change to allow charts to be displayed in frozen rows?
