gvisMotionChart and R: Display actual month in timevar and magnitudes as %

I'm trying to get the actual month and year to display on the timeaxis of gvisMotionChart.
Also, I'm trying to display my data as % values instead of fractions. The detail question and sample data can be found in the link below.
