Using Cote d'Ivoire on the geoChart regions doesn't appear to work

We are using the 'Map Visualisation' geoChart for regions (https://developers.google.com/chart/interactive/docs/gallery/geochart), and generally it has been working fine for some time.  But we noticed recently that the country 'Cote d'Ivoire' is not working, event in your example.

If we rename to 'Ivory Coast' it works, but we would like the label on the tooltip to be left as Cote d'Ivoire.  Is there a formatting change we can implement for this to allow is to do this, or is this a bug which just needed raising.
