Vector Graph

I would need to create a vector graph (one for the abscissa and one for the ordinates) and the respective resultant. I cannot find the procedure for the realization. Thanks in advance to those who will help me.  

I drew an example of a graph, equal to the one I would like to create with a spreadsheet
