Managing large data - Line Graph

Hi All,

I am new to google graphs but I enjoy the wealth of information.  I have an issue that I am stuck on and was hoping someone would help point me in the right direction.  I am trying to create a graph to show business performance.  The original data is in a format that doesnt work particularly well with a basic line graph.  Also, I need to ability to filter the graph based on selected criteria (State, Region, Office).

State, Region, Office, Month actual, Month goal,....

This wont work since the line graph only graphs on column 1.  My thoughts are two create two separate tables.

State, Region, Office

and 

Month, Office1, Office2,...

The thought is that a selection could be made on the first table to decide which offices to show of the second table.

Any thoughts or direction would be much appreciated.

You may want to look into using Controls and Dashboards.
