Filter Google Spreadsheet data for chart

Hi - I have an online form that populates a Google spreadsheet whenever it's completed by an end user. The final data looks like this ... https://docs.google.com/spreadsheets/d/10xMdKtJQqpIa8CnpsTdQk5rU_lOZ9rizCPaAupgxZqk/edit?usp=sharing
When the form is submitted I want to match the row of the spreadsheet with the matching email address (held in a variable called themailaddr) and the most recent date/time stamp (in case they submit the form several times) and draw a barchart based on that row of the spreadsheet.
Can anyone help with how to format this query? Many thanks
