DV360/Campaign Manager API Query

Hello,

One of my client is looking to upload their 1st party User ID into DV360 or Campaign manager from Cloud. Is there an API that they can use to do the same? 
I am already aware of the Offline conversion API but we are not uploading the conversion data hence is there any other API that we can use that supports the User ID upload?

Currently, we do not have any public documentation for uploading audience list to the demand side platform step by step from the GCS buckets in our developer's guide. Allow me to raise this concern to the rest of our team as a feature request which will be subject for review. You may monitor our blog post for future updates.
