Db Micro stuck at restart

After clicking on start instance, my micro instance got stuck and never came up. I also tried restarting it manually via cloud shell. It is still stuck in restarting. Usually it restarts in 5 minutes but it has now been more than a couple of hours and the instance is still not up.
